Crucial occurrences such as the COVID-19 pandemic represent a global emergency to healthcare systems, which demands modification of the resilience assessment strategy. Traditional methods may not appropriately reflect the complexity of the difficulties confronting an epidemic, demanding a multi-dimensional approach taking into account all significant indicators. This paper presents the Temporal VIKOR (Temporal VlseKriterijumska Optimizacija I Kompromisno Resenje) method. The fundamentals of the presented framework state that healthcare systems are able to establish a complex framework for stable resilience by integrating several perspectives and outcomes from multiple periods into an unequivocal outcome. The Temporal VIKOR method indicated countries in Western Europe, including Austria, Germany, Switzerland, and France, as the best-scored countries considering healthcare resilience.
