Local governments have increasingly focused on digital transformation, primarily driven by their residents' rising demand for efficient digital services and the imperative to modernise technology infrastructures to meet these expectations. Despite earnest endeavours by many councils to embark on this journey, research indicates a high rate of failure or delay in these efforts, primarily attributed to a lack of comprehensive understanding regarding the genuine benefits of digital transformation. This research paper aims to examine diverse dimensions of digital transformation within local governments. It seeks to discern the perceptions of local government entities regarding digital transformation and to investigate the reasons underlying the failures of such transformation endeavours. Data were gathered from local governments to elucidate the execution and status of digital transformation efforts. This research aims to address critical gaps that necessitate attention for attaining successful digital transformation.
