Abstract
This study investigates the critical factors for the implementation of a system in public organizations based on the conceptual dimensions of the TOE of DePietro et al. (1990). This is a multiple case study preceded by a bibliographic survey; Delphi technique; interviews with decision makers and document analysis. As results achieved so far, we have the classification, categorization and validation of constructs identified in ten master's dissertations and a doctoral thesis on the subject.
