The digital economy and related technology innovations foster both the digital transformations of organizations, and the creations of digital business ecosystems. The research question of this article is: How can these ecosystems be created in business and organizations of countries with less economic and technology development? This question is explored during the implementation of the Eureka platform in the public transport system “Mi Teleferico”, with the aim of fostering the creation of a digital ecosystem in the city of La Paz - Bolivia. The research methodology is the grounded theory approach because the findings of this study aims to contribute to the theorization of digital business ecosystems in terms of: their implementation and management strategies, their technological architecture, and the required legislation for their adoption.
