Abstract

Researchers consider blockchain to be one of the most significant distributed ledger technologies of the 21st century. Despite its many advantages, which are widely recognized in the literature, it still faces persistent under-adoption and adoption failures. This study aims to propose strategies to overcome the challenges related to the adoption of blockchain-based systems in government organizations. It will lead to an operational framework to facilitate the implementation of these strategies by analyzing their feasibility. To this end, interviews will be conducted with information technology (IT) managers and blockchain experts who have participated in government projects. The study hopes to result in a theoretical framework classifying mitigation strategies according to the DeLone and McLean (2004) model, structured on a temporal axis (before, during, after) and according to their on-chain or off-chain nature.
