Abstract
Twin transition envisions the acceleration of sustainable development through synergies emerging from the joining of digital and green transitions. At present, the notion of twin transition primarily reflects policy-level ambitions, and it is unclear if and how such synergies are realized in organizational practice. Building on previous literature, we conceptualize instances of twin transition efforts as digital sustainability initiatives. Through a case study of how such initiatives unfold in a local government, we show how challenges may emerge based on how scopes are set, development is conducted, and how outcomes ultimately align with established operations and infrastructure. Based on identified challenges, we contribute to twin transition research by illustrating the complexities involved as it is enacted in organizational practice. Beyond digital technology adoption for the achievement of sustainability goals, twin transition necessitates knowledge integration, collaboration, and managing long-term, and sometimes uncertain, sustainability effects.
