Abstract

Health data infrastructures (HDIs) are essential for enabling the secondary use of health data, and innovation in healthcare. Yet many HDIs struggle to persist beyond initial funding cycles, partly because sustainability depends not only on technical robustness or financial resources but also on the continued commitment of diverse stakeholders. This study examines the case of stakeholders involved in an emerging HDI for sleep data, how they perceive value and how these value perceptions relate to key sustainability issues. Drawing on nine semi-structured interviews, we identify eight value dimensions that stakeholders anticipate through the HDI and its AI component. We then map these values to derived sustainability issues. The findings show that perceived value can address several sustainability issues but cannot account for all challenges such as dependence on external partners or data sustainability. The study hence conceptualizes stakeholder value as an enabler - not a guarantee - of HDI sustainability.
