Abstract
Government digitalization has emerged as an important initiative for increasing the efficiency and transparency of public services. As this digitalization continues reshaping the transformation in the government sector, the role of trust becomes a key determinant for the success of the initiative. Although numerous studies have attempted to investigate government digitalization and trust, the interrelated aspects of technology, organization, environment, and individual lack attention. Therefore, based on the TOE framework and individual aspect, this work-in-progress paper develops a research model and hypotheses to investigate the connection between government digitalization and trust through the lens of technology, organization, environment, and individual aspects. This preliminary study contributes to information system literature by applying the TOE framework and individual aspect in investigating government digitalization and public trust. The practical implications can be useful for public administrators to consider certain key aspects of developing government digitalization in shaping trust.
