Abstract

The Community Kinetic Intelligent Complex Adaptive System (CKICAS) model extends Bennet & Bennet's ICAS to community-centered, low-latency decision-making. Drawing on complex adaptive systems (CAS) theory, socio-ecological resilience and design science research (DSR), CKICAS introduces a kinetic dimension (continuous, real-time interaction) and embeds the notion of transformability (the capacity to reconfigure when adaptation is insufficient). We position CKICAS within the emergent literature on community-oriented CAS, present a structured model overview, report pilot implementations carried out during the COVID-19 pandemic, and discuss implications for information systems (IS) theory and practice.
