CONTRIBUTIONS TO A STRATEGY 2.0 in LOCAL e-GOVERNMENT

Abstract

With the emergence of Web 2.0 (Blog, Wiki, RSS, YouTube, Flickr, Podcast, Social Networks, and Mashups), new ways of communicating, interacting and being on the Web have arisen. These new communication tools and strategies can radically change some specific work processes in communities, such as the work processes of an autarchy. Using a case study methodology, information was gathered through a questionnaire designed with the help of previous exploratory interviews held with specialists who had detailed knowledge of the work processes and main activities of an autarchy. The questionnaire was applied to four autarchic units in the Minho region of Portugal. Subsequent data analysis allowed conclusions to be drawn regarding the interest and motivation of the autarchies for using these Web 2.0 tools. Moreover, guidelines could be established on their implementation to guarantee appropriate functioning.
In this way, the present paper presents some contributes to a strategy 2.0 formulation in Minho autarchies, and it also draws attention to the importance of defining a specific profile for whoever would be responsible for the implementation process, to ensure that the tools function appropriately and the aims established are achieved.
